Bantayan—at ipagdasal—ang bagong pinuno ng PhilHealth

Mga Kapanalig, sa ilalim ng Section 14 ng Universal Health Care Law, malinaw na nakasaad na ang presidente at chief executive officer ng PhilHealth ay dapat na may hindi bababa sa pitong taóng karanasan sa larangan ng public health, management, finance, at health economics.

Ngunit mismong ang bagong talagáng pinuno ng PhilHealth na si dating NBI Director Dante Gierran ang umaming wala siyang kaalaman o karanasan sa sektor ng pampublikong kalusugan. Hindi rin daw niya alam ang operasyon ng ahensya. Gayunman, bilang isang certified public accountant, kaya naman daw niyang pangasiwaan ang pananalapi ng PhilHealth. Magagamit din daw niya ang kanyang pagiging imbestigador upang linisin ang ahensyang hindi maubos-ubos ang alegasyon ng katiwalian.[1] Bago ng kanyang appointment, nanawagan ang unyon ng mga empleyado ng PhilHealth kay Pangulong Duterte na ihinto na ang pagtatalaga ng mga hindi kwalipikadong opisyal dahil ang ahensya ang “natatamaan.”[2]

Sa Exodo 18:21, may paalala si Jetro sa manugang niyang si Moises na mag-isang pinamumunuan ang mga Israelita matapos silang iligtas ni Yahweh mula sa kalupitan ng Faraon sa Egipcio. Nang makita ni Jetro “ang hirap na inaabot ni Moises sa kanyang ginagawa” katulad ng pamamagitan sa mga taong may pinagtatalunan, ibinigay niya ang payong ito: “Pumili ka ng mga taong may kakayanan, may takot sa Diyos, mapagkakatiwalaan at ‘di masusuhulan.”

Sa larangan ng pamamahala sa kasalukuyan nating panahon, malaki ang pagpapahalaga natin sa kakayanan dahil lubhang kumplikado na ang pangasiwaan ang mga institusyong may tungkuling itaguyod ang kapakanan ng napakaraming tao. Oo, mahalagang “mapagkakatiwalaan” at “di masusuhulan” ang ating mga lider, at malaking tulong din kung mayroon silang kinikilalang Diyos, ngunit sa modernong pamamahala, kailangang taglay ng ating mga lider ang akmang kaalaman at kakayanan upang epektibo nilang magampanan ang kanilang tungkulin. (Gayunman, hindi rin naman garantiya ang pagkakaroon ng kakayanan ng mga nasa pamahalaan upang masabing mabuti silang lider ng bayan.)

Sa kaso ng PhilHealth, mas mainam sana kung pinahalagahan ang teknikal na kakayanan ng itatalagang kapalit ng nagbitiw na presidente nito. Bakit? Una sa lahat, tayo ngayon ay nasa gitna ng isang krisis pangkalusugan, isang krisis na nangangailangan ng agaran at maayos na pagtugon ng mga ahensyang nangangasiwa ng pampublikong kalusugan katulad ng PhilHealth. Marami tayong mga kababayang lantad sa sakit na wala pa ring gamot, at nadadagdagan araw-araw ang mga nangangailangan ng atensyong medikal na may kaakibat na gastusin. Malaki ang papel na ginagampanan ng PhilHealth ngayong may pandemya ng COVID-19. Pangalawa, nakakapangamba ang sinabi noon ng mga pinuno ng PhilHealth na paubos na ang pondo nito. Dahil sa bumabang koleksyon dahil na rin sa marami ang nawalan ng hanapbuhay at dahil sa laki ng binabayaran ng PhilHealth para sa mga naoospital dahil sa COVID-19, tinatayang hanggang 2021 na lamang ang “buhay” ng pondo nito. Hindi pa tapos ang 2020, umabot na sa 90 bilyong piso ang nawala sa ahensya.[3] Samakatuwid, kailangang makahanap ang PhilHealth ng paraan upang palaguin ang pondong pinapangasiwaan nito katulad ng mga investments. Ang mga hamong kinakaharap ngayon ng PhilHealth ay hindi lamang tungkol sa pagputol sa malawakang katiwaliang kinasangkutan ng mga nagsipagbitiw na mga opisyal nito.

Mga Kapanalig, batid ni Ginoong Gierran ang bigat ng bago niyang trabaho. Natatakot daw siya ngunit hindi raw siya mangingimi. Nariyan na sa kanyang posisyon si Ginoong Gierran kaya’t ang tanging magagawa natin, maliban sa pagbabantay sa kanyang mga gagawin, ay ang ipagdasal siya, gaya ng payo ni Pope Francis: “People in government are responsible for the life of their country. It is good to think that, if people pray for authorities, people in government will be capable of praying for their people.”[4]
