Message delivered by Archbishop Socrates B Villegas at the Rally for Life on December 12, 2016 in San Carlos City, Pangasinan.

Narito tayo upang manalangin. Ipinagdarasal natin ang Pilipinas. Tungkulin ng mabuting Katoliko na makibahagi sa pagpapaunlad ng bayan. Tungkulin ng mabubuting Katoliko na makiisa sa pagsugpo sa kriminalidad. Ang mabubuting Katoliko ay makabayan.

Ang mabubuting Katoliko ay laban sa droga. Ang mabubuting Katoliko ay laban sa panggagahasa sa kababaihan at musmos. Ang mabubuting Katoliko ay laban sa patayan. Ang mabuting Katoliko ay laban sa kidnapping at carnapping. Ang mabuting Katoliko ay laban sa pagnanakaw at pandarambong. Ang mabuting Katoliko ay laban sa smuggling at corruption.

Laban ang pamahalaan sa malalang krimen. Kasangga ng pamahalaan ang lahat ng mabubuting Katoliko. Kasalanan sa Diyos ang makibahagi sa drug abuse at drug push. Kasalanan sa Diyos ang rape at murder. Kasalanan ang maki bahagi sa estafa at plunder.

Kasama ng pamahalaan ang mabubuting Katoliko sa pagsisikap na huwag ng maka ulit sa masasamang gawain ang mga kriminal. Hindi dapat maulit ang masamang gawain. Kaisa tayo sa magandang layunin. Sugpuin ang kriminalidad.

Dapat bigyan ng katarungan ang mga naapi at nasaktan dahil sa krimen. Ito ang ibig sabihin ng makatarungang lipunan. Hindi dapat makalusot ang kriminal. Hindi dapat hayaang magkunwaring maysakit ang mga mayayamang kriminal at sa ospital na lamang ikulong daw! Kapag mayaman, rehab. Kapag mahirap, barilin. Kapag mayaman, Saint Luke’s Hospital. Kapag mahirap, sa siksikang kulungan.

Ang gusto ng ilang Pilipino ay ibalik ang bitay para huwag nang umulit at huwag pamarisan. Ibigti, isilya elektrika o iniksiyunan ng lason ang mga kriminal.

Sino ang mag uutos? Ang hukuman. Sino ang hukuman? Tao. May tao bang hindi nagkakamali? Pwede bang magkamali ang hukuman? Katulad ng lahat ng tao, pwedeng magkamali. Paano kung matapos mabitay ay nakitang iba pala ang may kasalanan? Sorry na lang? Gayun ba? Ay mali? Maibabalik ba ang buhay ng nagpakamalang mabitay? Maibabalik ba ang buhay ng binaril na mistaken identity?

Magkaisa tayo laban sa droga at terorismo. Magkaisa tayo laban sa plunder at corruption. Magkaisa tayo laban sa child rapist at mamamatay tao! Paano?

ISAAYOS ANG CRIMINAL JUSTICE SYSTEM!

Ang criminal justice system ay may tatlong pa—law enforcement, courts at correction. Alagad ng batas, hukuman at kulungan. Kapag malinis at marangal ang criminal justice system, gaganda ang Pilipinas, aayos ang Pilipinas, uunlad ang bayan.

Kung may death penalty nga, subalit ang pulis pwedeng suhulan, yong mayayamang pwedeng magbayad, lusot agad.

Kung may death penalty nga, subalit ang fiscal ay pwedeng bayaran, yong walang pambayad lamang ang makakasuhan.

Kung may death penalty nga, subalit ang abugadong mahusay, mataas ang bayad, mahihirap lamang ang guilty sa hukuman.

Kung may death penalty nga, subalit ang judge pwedeng regaluhan, absulwelto agad ang highest bidder.

Kung may death penalty nga at nakulong, subalit sa loob ng bilibid ay pwedeng magtayo ng sariling suite at mag videoke at magsugal at mag drugs, anong kwenta ng bilibid na mas maganda pa kaysa sa 5 star hotel?

Kung may death penalty nga subalit ang criminal justice system ay corrupt, mabagal at may kinikiligan at nakasilip kahit nakapiring ang mata, lalakas pa rin ang loob ng rapist at plunderer, ng pusher at killer. Tuloy ang ligaya.

Kung mahuli ka, makiusap ka. Kung ayaw sa pakiusap, bayaran mo. Kung ayaw pabayad, barilin mo. Kapag nabaril na, lagyan mo ng baril sa kamay ng bangkay at ireport—nanlaban.

Matatakot ang kriminal hindi dahil sa bitay. Matatakot sila kahit habambuhay na pagkakulong lang ang parusa kapag alam nila—walang pulis, walang judge, walang warden na pwedeng pakiusapan at bayaran. Mayroong ganoon. Dapat lahat ganoon.

Kapag ang criminal justice system ay mabagal, malabo at mahina, ang bitay ay para lamang sa kulang ang bayad sa pulis at sa judge at sa warden.

Walang ipinanganak na kriminal. Walang isinilang na drug pusher agad at rapist agad. Walang ipinanganak na corrupt agad.

Kapag ang pamilya ay paaralan ng kabutihan, hindi lalaking kriminal ang bata. Kapag ang magulang ay may Diyos, ang mga anak ay magiging makadiyos din at hindi lilihis sa maling daan.

Kapag may magagandang trabaho at iginagalang ang karapatan ng manggagawa, gaganda ang Pilipinas.

Linisin ang kapulisan! Ayusin ang lahat ng hukuman! Higpitan ang bilibid at kulungan. Gawaing tamad ang patayin na lang ang suspect. Gawaing tamad ang bitayin na lang ang nagkamali sa halip na tulungang makapag bago.

Turuan ang mga anak at kabataan ng mabuting asal. Schools need education not condoms.

Trabahong marangal, hindi bitay ang kailangan!

We are against crime! We are against drugs and rape and plunder! We are against smuggling and kidnapping and terrorism! We are against social disorder. Hindi tayo kunsintidor sa mali. Hindi natin ipinagwawalang bahala ang kirot ng mga biktima ng krimen.

We are not protesting without a solution. We are protesting with an alternative. Reform the criminal justice system.

The solution is not killing criminals! Our alternative is FULLNESS of LIFE for the guilty and the innocent. Fullness of life for the poor and the rich. Fullness of life for sinners and saints. Christ died for the criminals and the victims. The love of God is for all. Our love should be like God’s love. For ALL.
