“Perpetrators including the police who admitted as much to Gumanao’s father must be held accountable for this. RA 10353 penalizes enforced or involuntary disappearance while RA 9745 penalizes torture. Reports indicate they were abducted upon their arrival from the port area in Cebu and subjected to torture and interrogation. Prior to this, the two have reported heightened surveillance and harassment,” mensaheng ipinadala ni Balbin sa Radio Veritas.
“It is reprehensible that Dyan and Armand have been abducted for being development workers, for being long-standing activists since their college days in UP Cebu. They are coordinators of organizations of teachers, healthcare workers and development workers. Their rights as unionists should be guaranteed including the International Labor Organization (ILO) Convention 87 on the right to form unions and workers to self-organize. We call on the upcoming ILO High-Level Tripartite Mission to the Philippines to look into the abduction of Gumanao and Dayoha,” mensahe ni Balbin sa Radio Veritas.
