Mariing nanindigan ang Commission on Human Rights sa pananawagan sa pamahalaan na bigyang halaga at paggalang ang karapatan at dignidad ng bawat mamamayan.
Ito ang binigyang diin ng komisyon matapos ang ika-6 at huling State of the Nation Address ni Pangulong Rodrigo Roa Duterte kung saan muling inihayag ng Pangulo ang paggamit ng karahasan para sa pagkamit ng kapayapaan at kaayusan sa bansa.
Ayon kay CHR Spokesperson Atty. Jacqueline Ann de Guia, hindi dapat manaig ang culture of killing and impunity sa bansa.
“We continue to urge the government to uphold their sworn mandate to respect, protect, and fulfill the rights and dignity of all. CHR remains to be hopeful that, despite such pronouncements that seem to tolerate a culture of killing and impunity, authorities will still adhere in doing what is good and right, as guided by our laws.” pahayag ni CHR de Guia.
Paliwanag ni Atty. De Guia, ang panawagan ng CHR sa paggalang sa dignidad at buhay ng mga hinihinalang kriminal o mga nakalabag sa batas ay hindi nangangahulugan ng pagsasantabi sa katarungan panlipunan kundi upang isulong ang umiiral na justice system sa bansa.
Iginiit ng komisyon na kaakibat ng pagpapatupad ng batas o due process ay ang naaangkop na pagpapanagot sa mga nagkasala sa ilalim ng batas.
“We emphasize that the call to respect the rights of the accused does not mean disregarding the crimes committed and its ill effect to victims. In every call to the government to also investigate and act, CHR also demands that perpetrators be made accountable in recognition of the harm and consequences of crimes as forms of human rights abuse and violation. But this is exactly we have laws—to ensure accountability from perpetrators guided by due process and preserve guaranteed rights to all Filipinos as embodied in our very Constitution. We believe that this balance is possible under our justice system.” Dagdag pa ni Atty. De Guia.
Sa kabila nito, nagpahayag naman ng pagkilala ang komisyon sa mga magagandang nagawa ng administrasyong Duterte para sa taumbayan kabilang na ang pagsusulong ng right to education, right to health sa ilalim ng Universal Healthcare Act at ang right to effective and efficient public service sa pamamagitan naman ng Ease of Doing Business Act.
“As such, we recognise what the government has achieved thus far in championing the right to education through access to free quality tertiary education; right to health through the Universal Healthcare Act, and the people’s right to effective and efficient public service through the Ease of Doing Business Act among others.” Ayon pa kay Atty. De Guia.
Una ng inihayag ng social action arm ng Catholic Bishops’ Conference of the Philippines na may pagkakataon pa si Pangulong Duterte na maging mabuting lider at pinuno ng bansa sa natitirang isang taon ng kanyang termino bilang pangulo ng Pilipinas sa pamamagitan ng magpamalas ng kabutihan, kagandahang-asal at integridad.
